- Technical Literature (TL) and Training Aggregates (TA) are the most common words in RFQ/RFE/SOW if you are an OEM or service provider to Defence or Defence Labs.
- These TAs and TLs are mandatory deliverables along with the system/subsystem
Introduction: Whenever OEMS or any supplier supply any instrument, vehicle, or equipment to the Defence, training should also be given by a trainer physically to the group of identified representatives from the end user.
Training is a continuous process as new members are added to the troop regularly, and physical training is not possible for OEM every time.
To address these issues, OEMS are asked to supply Training aggregates and training Aids.
A set of manuals, like a user handbook(UHB), Technical Manuals, ISPL, MRLS are also delivered as soft copy designed as per JSS 0251 & JSG 0308 format and same will also be delivered as Hard copies in project binding or screw binding or spiral binding.
Technical Literature (TL)
- Technical literature means as the name suggests all the literature i.e. all the manuals related to the system and IETM.
- TL = All manuals + IETM
- The Illustrated Part List (IPL) / Illustrated Spare Part List (ISPL) and User Handbook (UHB) will be made in JSG 0308: 2017 format.
- The remaining documents will be as per JSS 0251-01: 2015. The end user will review these PDFs, and the final documents will be generated.
- These PDF’s are called Soft Copies of Technical Literature and they will be handed over in DVD.
- Depending on the agreement, OEM has to deliver in hard copy / Printout. Paper used for printing shall be 80 GSM.

- Technical Manual Part – I :-(Technical Description, Specification, and functioning of various systems)
- Technical Manual Part – II :- (Inspection / Maintenance Task repair procedures, the material used, fault diagnostics, and use of Special Maintenance Tools (SMTs) / Special Test Equipment’s (STEs)
- Technical Manual Part – III :- (Procedure for assembly/disassembly, repair up to component level, safety precaution)
- Technical Manual Part – IV :- (Part list with drawing reference and list of SMTs/STEs test bench)
- An illustrative list of spares (ISPL) Manual
- Manufacturer Recommended List of Spares (MRLS)
Interactive Electronic Technical Manual (IETM)
- IETMs are a portable, electronic “library” which contains thousands of pages of documentation and images and allows end users to trace technical documentation in a more efficient manner, and the digital nature provides a more agile and accurate method of updating technical documentation.
- IETM or Interactive Electronic Technical Manual, as the name indicates, is a Manual which is interactive and in the form of electronic/digital.
- It means when the Electronic User manuals Interact and respond with the user, that is you, it will become an Interactive Electronic Technical manual.
- Any manual’s purpose is to give information related to the equipment to the end user for quick reference.
- All the technicality is written in detail so that when an issue arises, the user can refer to the manual, as every time OEM or technical person or subject matter expert might not be available on the spot to resolve the issue.
- If the manual has 10 pages users can refer easily. But any system used by the defence will have multiple manuals and thousands of page counts and many times a user has to cross-refer between manuals, intra-manual and inter-manual to resolve the issue.
- Referring to 10- 15 hard-copy or even soft-copy books simultaneously will be difficult and time-consuming. Using IETM software, users can solve in a single click and seconds.
